Challenge
Management of the largest Government Department’s estate was previously run on an out-dated, stand alone, non-integrated, legacy system built on a software platform that was no longer supported. It consisted of numerous disparate data sources and was increasingly fragile.
The goal of the program was to deliver a centralised garrison and estate management solution, which was fully integrated with Financial applications and provided timely and accurate information management support to operational, strategic and reporting activities.
The program was complex and involved all aspects of business and technology transformation including business process design, skills analysis and training, implementation of a major ERP solution, data migration, technology integration and business-to-business integration with over 10 third party providers. The solution supported over 2,000 users and was deployed across Australia.
The program encountered challenges and Cynosure Consulting Group was engaged to support the program and provide an alternative, industry based approach to achieve the required outcomes.
Approach
Based on our experience in managing technology implementation projects we undertook the following activities:
Project Management
Revitalised governance from board level down, developed an integrated plan program, defined and enforced an appropriate delivery operating model, prioritised and addressed major risks and issues, implemented scope traceability and alignment to the contracted requirements, implemented additional quality gates to improve deliverables and the vendors to account, and applied the 101 principles of program delivery management.
Technical Delivery
The program utilised HTML5 and CSS3 for WebServices for integration into SAP. REST and JSON standards were used for the development of oData services for incorporation into HTML5 and Java based applications. .Net and Java (JavaScript) was utilised to integrate into the broader SAP landscape. JavaScript was heavily used in the SAP identity management solution and in the Abode PDF forms component of the solution.
The solution utilised an Oracle Database accessed via SQL with caching techniques used to manage high volumes of master and transactional data. The solution implemented the SAP security framework for management and authentication of role based user profiles.
CCG technical resources executed traces to understand routes, whilst following TCP/IP traffic to understand network topologies and perform root-cause analysis.
